Mobilization To Preserve Peace

Right after declaration of independence, Kosova can face destabilization, or an embargo from Serbia. Therefore, the Kosova Government has decided not to stay arms crossed. The Prime Minister, Agim Ceku, has obliged all the ministries to compile the action plans with the purpose to successfully face the possible political, economic and security challenges.

“These actions may be needed after the declaration of independence. The experts of all the fields will compile the governing plan of actions in order not to face any possible risk after declaration of independence,” stated Avni Arifi, the spokesperson of Ceku. The most important plan that the government has considered as urgent is the one of security. In this aspect, on Thursday, the ministry of interior affairs has prepared and has put in function its plan of action.

Burim Ramadani, the political adviser of the minister of ministry of interior affairs, Blerim Kuci stated on Thursday for Lajm that the Government has initiated to conduct these action plans based on the evaluation of the ministry that Serbia may provoke with declaration of Kosova’s independence.

“The Ministry of Interior Affairs has conducted an analysis and considers that most likely the plan of Serbia is to destabilize Kosova. It is an operational plan of Serbia to act in case of declaration of independence.”

According to Ramadani, the plan of the Kosova Government will become effective right away and will prevent any attempt of Serbia for different embargo or destabilization. According to him, the plan, which has begun being implemented in some departments, will continue being implemented even after declaration of independence.

“Within the frame of the capacities that we have as a ministry, we have recommended the UNMIK police, KFOR and KPS, beginning Thursday, to place some of their elements in the operation plan. The security institutions have welcomed the recommendations of the ministry and have begun promptly implementing it in the entire Kosova.”

The ministry of interior affairs has also requested the director of management of emergencies to establish the action plan for different emergency situation.

“There are two categories within our plan of action. The first one has to do with KPS and the second one with the Emergency Department, which means that they need to be mobilized and ready to conduct any needed emergency task.”

Security institutions are obliged to take care of the security of the citizens (increasing patrols), social buildings, foreign offices, the buildings of the cultural heritage etc.

“The plan also foresees the mobilization of the Health Ministry in order Kosova to have reserved medications, in case of any embargo. However, within the frame of the plan, all the ministries will contribute. This plan is being compiled by experts of different fields and the next government will have it ready.”

According to Ramadani, beginning Thursday, the Kosova police will guard the transmitters through which the power import will be conducted for Kosova. He stated that it can happen for the entire process to pass calmly, and the government is very interested for this. However, according to him, the government has decided to leave nothing to chance.

The other ministries will begin on Monday to compile their action plans, which can come into power, after the declaration of Kosova’s independence. The ministry of economy and finance is waiting for Monday to begin the compiling of its plan.

“Something particular is not foreseen besides these which have been announced in case of embargo or something else. We hope our plan will not be used, but however, the Kosova Government is prepared for all the possibilities,” stated Muharrem Shahini, the spokesperson of this ministry for Lajm.
